Vehicle must have been registered in Arizona for the last 12 months and has not been unregistered for more than 60 days, been manufactured 12 or more years ago, and failed emissions test less than 60 days prior to the vehicle registration expiring. Must not be a motor home, motorcycle, salvage vehicle, or a fleet vehicle.

Fees
Owner pays the first $100 and service pays up to $900 towards repairs. Additional repair costs above $1,000 are the responsibility of the vehicle owner.
