Administers health care programs in several locations.

Elected officials, including the mayor and city council, are responsible for administration and implementation of city policies, laws, and services. The city manager is appointed and is responsible for the daily operations. Council meetings provide a forum for questions or concerns about municipal issues.

Prepares council agendas and maintains records of proceedings, minutes, resolutions, and ordinances. Administers city elections.

Provides law enforcement services including emergency response throughout the city of Nogales.

Provides financial assistance for rent to people facing eviction, electricity, water, and gas payments, and utility deposits. Provides repair or replacement of appliances, weatherization program to boost energy efficiency, and the repair or replacement of heating and cooling systems. Services include case management to help people become self-sufficient, assistance to apply for public benefits, and referrals to additional resources. Also provides assistance with propane and firewood.

Provides employment assistance and training to adults, veterans, youth, and others with serious barriers to employment including dislocated workers. Services include occupational and vocational training, job search training, employment counseling, basic education programs, and job search assistance. Offers the use of computers with Internet access, fax machines, copiers, and telephones for job search purposes only. May also provide assistance with transportation, child care, counseling, minor medical services, clothing for work or training, and referrals to other agencies.

Provides faith-based emergency shelter and support services for people who are homeless. There is a separate men's shelter for adult males, and a family shelter for single adult females and families. Soup kitchen serves meals daily. Provides case management and housing assessments for people who are homeless. Based on the assessment, those who are the most in need are placed on the community-wide priority list. Operates a cooling center and hydration station during heat relief season.

Provides services for Mexicans living in the US and for Americans who want to visit Mexico.

Provides public housing in project-based apartment complexes and Section 8 rent subsidies for various apartment complexes to families, older adults, and people with disabilities on low income. Applicants are placed on a waiting list until assistance is available.

Supports academic success by helping students and families find the resources they need. Includes kinder-readiness, story hour, and other activities.

Administers public libraries throughout Santa Cruz County.

Library loans books, audio books, and DVDs. Offers printer, Wi-Fi wireless access, and public computers with Internet access. Meeting rooms available for community groups.

Provides animal shelter for dogs and cats. Picks up injured or stray animals; arranges animal adoptions. Sells dog licenses. Also provides animal control services, and investigates complaints of stray dogs, wildlife, animal bites or attacks, injured animals, and cruelty or neglect.

Maintains parks, tennis courts, racquetball courts, swimming pools, ball fields, and a skate park. Two of the parks may be reserved for small parties. Provides recreation and sports programs for residents of all ages.

Provides curb-to-curb bus service for seniors and adults with disabilities within the city limits. One van is wheelchair accessible.

Provides residential trash and recycling pick-up. Maintains city streets. Provides water and sewer connection and repair.

Provides information about the city's general plan, land use, and zoning codes. Accepts and investigates reports of zoning violations. Issues building permits.

Provides academic instruction for students in pre-kindergarten through grade 12. Homeless Education Liaison provides assistance to school-age youth who do not have a permanent place of residence. Services include school enrollment, transportation to and from school, free breakfast and lunch programs, and other support services. Also provides information about additional resources in the community. Provides support services for students with disabilities.

Provides consultation and coordination with all local school districts for fiscal matters and educational programs. Also provides information about public schools, charter schools, and private schools in the county.

Provides academic courses that lead to associate's degrees and short-term training certificates, and that transfer to universities.

Contracts with Mariposa Community Health Center (see separate listings) to provide clinical services. Also offers the following free vaccines: COVID, MMR, Varicella, Influenza, IPV (Polio), Tetanus, DTaP (Diphtheria, Tetanus, Pertussis, TDAP), Meningococcal, Rotavirus, Pneumococcal, Hib, Hepatitis A, Hepatitis B, HPV.

Determines eligibility for retirement benefits, survivors' insurance, Social Security Disability Insurance program (SSDI), and Supplemental Security Income (SSI). Also determines eligibility for Original Medicare Part A (hospital), Original Medicare Part B (medical), and Medicare Part D (prescription drugs). Note that Medicare Part C (Medicare Advantage Plans) and Medigap Supplemental insurance are offered by private health insurance companies. Also issues original and replacement Social Security cards.

Provides nutrition education and breastfeeding support services, supplemental nutritious foods and referrals to health and social services.

Provides primary health care and family resource center. Includes physical exams, flu shots, childhood and adult immunizations, blood pressure screening, STD testing and treatment, and chronic disease management. Also provides family planning services.
