Provides case management and emergency financial assistance to people on low income throughout Pima County. Assistance is limited and based on grant funding. Includes utility assistance to prevent shutoff and propane gas used for heating and limited mortgage assistance to prevent eviction or foreclosure. Offers car repair assistance for families with children (age 17 and younger) who are working. Does not exceed $300 for any repair; not available to people who are unemployed or childless. Provides assistance directly to applicants, and to agencies in the Emergency Services Network.

Provides services for people diagnosed with breast cancer or needing assistance with testing for breast cancer. Wig program offers free wigs to individuals undergoing chemotherapy treatment for breast cancer. Offers free mammograms and pays for follow-up diagnostic testing recommended including but not limited to ultrasound, and biopsy, for uninsured or underinsured people. Also provides breast health education.

Administers Head Start and Early Head Start programs in various locations throughout central Arizona. Sites offer classroom and home-based early education services for children in low income families. The emphasis is on school readiness. Services include nutritious meals, medical and dental services, activities for parents, and assistance for children with special needs.
